Upgrade 1: Upgrading the contracts to allow factory contracts to deploy without being whitelisted as deployers. The factory contract will still need to be deployed by a whitelisted deployer.

Upgrade 2: Staking pools contract fixes and improvements. This will require some downtime on the delegate/undelegate features. The issue relates to the inaccurate voting power of the Validators being displayed and delegated amount calculations.
